Cooling water and the balance of plant carry the plant’s biggest flows and its dirtiest ones — circulating- and condenser-water on large mains, utility water metered through the yard including inside Division 2 classified areas, boiler feed-water you would rather measure without cutting the line, a cooling-tower basin that ices over, and blowdown lines that run dirty and hot.
